UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its property management strategy featured the disposal of a retail complex in a local town and a community venue in Rochester to generate £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Fiscal Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of regional authorities this week also found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
